Openreach Minimum SVR

Openreach are making changes to the ordering process for SOGEA and FTTP, to improve right-first-time installation rates

What’s changing?

Openreach are introducing a brand-new concept of Minimum Site Visit Reason (Minimum SVR) on all New Provide orders for FTTP and SOGEA to ensure the correct appointment types are allocated for the premise they are ordering to.

This change will be effective from 1st June 2025.

PLEASE NOTE: These changes do not apply to Altnet FTTP or any copper broadband products.

How it Works

Openreach are using the Ordnance Survey Site Classification for each premises in the UK. These site classifications determine the potential complexity of a Managed Install and have mapped the Site Classifications into a Minimum SVR of Standard, Premium or Advanced:

  • **Standard Installations:** Most residential properties
  • **Premium Installations:** Small businesses
  • **Advanced Installations:** Larger or more complex business sites

Openreach will define a recommended Minimum SVR for each property during the availability check.

Additional Points to Note

The Minimum Site Visit Reason is only a consideration when sending an engineer to visit the site. If you are placing an order that doesn’t require an engineer to visit the site (for example a Self-Install Switch order) then the Minimum SVR can be ignored.

The Minimum Site Visit reason can differ for a site depending on what activity the engineer is required to do, so you will get different Minimum SVRs for different order journeys.

The Minimum SVR doesn’t preclude you from ordering a more complex Site Visit Reason. For example, if the Minimum SVR for a New Provide Order is Premium you would not be able to order a Standard installation, but you would be able to order a Premium or Advanced.

For Artemis Availability Check APIs

The Minimum SVR will be returned in a new field called minimumSiteVist in the Product Availability response.

You will receive a Minimum SVR that covers engineer site visits for each individual order journey. If you want to send an engineer to site, then you need to choose a Site Visit Reason that relates to the Minimum SVR of that particular order journey (New Line, Switch, Takeover etc.)

For Artemis Ordering APIs

If an order is placed with a Site Visit Reason that is below the Minimum SVR (e.g. an New Line order for a Standard Install when the Minimum SVR for New Line is Premium), the order will be sent back to you with a message that the SVR is invalid. You can either cancel the order or reappoint with an appropriate Minimum SVR or above.

NB. There are no fees for cancelling or amending an order that has been sent back due to a Minimum SVR issue.
